I think the Turing Test is more a statement that AI is possible rather than a way to tell when you have it. It's reasonable to say that computers can't be intelligent, they can only mimic intelligence. Turing's position, IMHO, was that mimiced intelligence is intelligence (or, perhaps, that you can't mimic intelligence without being intelligent - which is not exactly the same thing).

Obviously the Turing Test as Test is flawed, but I think the Turing Test as Philosophy is very interesting.
